Skills Development Fund

Selection Criteria

1.Scope and Pass/Fail Criteria (for shortlisting)

a) Priority sectors

Manufacturing, Construction, ICT, Electronics, Tourism and other high-demand skills


b) Target beneficiaries

Formally employed workers/employees and pre-employment training of future workers/employees


c) Total training length

≤18 months


d) Unit cost (request from SDF)

≤ 8,000,000 Riel/student/program


f) Certification   


CQF or joint Company-School certificate

2.Financial modelcost-sharing, financially or-kind, The more the industry and school share the cost, the higher score will be given. SDF will finance only operational costs, excluding capital investments such as building, training equipment, etc.

3.Training modelcost-sharing, financially or kind joint-training programs between industry and school. Programs initiated by the industry will receive a higher score. The more industry-based training is provided; the higher score will be given. Preferably >50% in practice/work-based. 

In addition, business associations, particularly for SMEs, are encouraged to initiate training programs and submit proposals on behalf of their members.

4. Joint training contracts between companies and schools have to guarantee the achievement of minimum Key Performance indicators (KPI) of:

b) Employment rate

(for Pre-employment only)

≥ 75% of graduated students are formally employed in any companies within 3 months after training completion in relevant occupation

≥ 75% of graduated students are formally employed in any companies within 3 months after training completion in relevant occupation


c) Salary of trainees after 3 months of completion

– up-skilling  

- pre-employment

≥ 10% of current salary

≥ 110% of minimum wage of​​​ garment and footwear sector (only basic salary)

≥10% of current salary

≥110% of the reference salary $150 (only basic salary)


* For Tourism & Hospitality sector, it is the same KPIs of SMEs.

5.Quality of Training Proposal

a) Overall quality and relevance of proposal (rationale, gender inclusiveness, initiated by company, etc.)


b) Qualifications and industry experience of trainers


c) Quality of outlined training contents and competencies


d) Credibility of the company
